no, i would say 22-24 is normal. i get about 280 miles a tank combined driving, i was over 300 before the 4.10s
I guess abnormal is ok when in this case.

28mpg is doable when still stock. I used to get 27-28mpg on my trips to florida from NJ when i just had full exhaust and 3.73's...was @330 miles per tank. That dropped considerably after the PI swap and comp cams went in.
Why would that cause it to go down? Higher compression? More power should make it easier to stay at speed.
you ever add 75rwhp to your car? Its really hard to keep your foot from hitting the floor with the gas pedal afterwards!

I've heard its not good to wait till the fuel light comes on to fill up..I dunno how true that is, but it can't be good lol Someone once told me to fill up on 1/4 tank, always...w/e although u prob dont do that on every tank of gas...

it is because on some cars the gas keeps the fuel pump from getting hot and burning out.

Its good to fill up at 1/4 tank. Their is alot of dirt and setiment that settles in the bottom of the tank that can clog an injector etc....I try to not go under a 1/4 but sometimes you have to. I'll have my tank hot washed and flushed when i drop it to swap pumps...then i'll see whats really down there.

My car gets it's best mileage on gas I buy down South, I'm in central Virginia, I drove my car to CT, I used 9.5 gallons in 295 miles of driving, yes that's 31.05 MPG! And I was travelling 70-75-80 mph all the way. I average 28mpg on my commute to work, I love this car! Oh BTW, my mileage dropped to 18 MPG on CT gas and driving tons in the city. Give me the rural life, and Southern gasoline!
