There not illegal because of the cats, they still preform as intended. Its because the 02 sensor gets moved further down away from the motor. So the 02 sensors dont heat up as quickly as the do on the stock h-pipe and the 02 sensors dont get an accurate reading because there further down.. And they have to be at the point where all 4 tubes collect so it can take a reading for each bank of the motor. Not just one port.

Just certain counties in Texas. I live in Houston and we and the surrounding like 7 counties have to get tested.

LT's are not legal in any state....but if they don't dyno test you or look and you don't have a Check Engine Light you will be ok...I thought Texas was a no emission test state? or maybe just certain counties....
