He's going to need the Speed Calibrator, the tuner only works on 99+ since they operate off a different style. I bought mine From DallasMustang.com, it was alittle over $100, but its dead on as apposed to changing out the speedo gear.

i'm pretty sure if you have a maunal then you can get a speed cal or tuner to correct it. If you have an auto then you will need a tuner to correct it.

According to diablo sport's website they work on 98-04 http://www.diablosport.com/index.php...display&pid=55
I don't have a 98 so i wouldn't know for sure though.
