My Mach is speed governed at 150. It is also rev limited, but can't remember to what RPMs (6000 maybe?). It is a manual transmission.
If your car just won't push past 110, then it may have a valet tune of some sort. Does it just stop giving gas? But 110 is an odd speed to set. If it were me, I'd set the valet tune at like 70-80 mph. But, you didn't buy the car from me, now did you?
I don't have any experience flashing car computers, but shouldn't it be like a flash bios? Disconnecting the battery should have nil effect on the tune or chip settings. Variable readings, like O2 sensor readings, yes, but timing tunings...shouldn't be the case. Like I said, no experience there. Google it.

You won't need a dyno to get this looked at if it is the governor. A ford dealer might be a good place to check out first. They could probaly give you an estimate at the very least. It should just be a computer issue.

all Mustangs have gov. - they have to have one thats up to the rated tire speed. It might be mandated that way, and i believe every car after a certain year has to have one (according to the good people that trained me when i worked at Ford in Tampa). and yes it's the governor. I believe the only way to remove it, is to tune it.

I'd go to ford and have them read it only if you dont have a warranty on it if you do then take it to a performance shop and have them read your tune.
I used the diablo to raise the speed limiter and I burried the needle (over 150) one night on the highway. No sense in going that fast felt like the rear end was floating. By the way I was owning a Mach 1 that thought I just had a stock gt, then my buddy flew past us in his procharged/nitrous 99 cobra [:@].
