The object of a power mod is basically to eliminate bottle necks in the flow in/out of the engine.
The stock part that you are replacing may or may not be restrictive enough to give you a seat of the pants feeling when replaced. However, when you add something else later the intial mod may make a huge difrence.
Typically you need to improve intake and axaust to see a sizable power difference

2-3 tenths is INCREDIBLY generous..
figure 10 or so hp per 10th if driven identically, youre making maybe 8-12 hp with a new midpipe and catback.
like he said, i'd say somewhere in the .1 of a second, and maybe a quarter mph, half mph trap
