Default cut down on torque

why did ford keep the hp #'s the same but cut down 32 ft./lbs of torque between the 5.0's and the 4.6? i'm talking about the 96-98 GT's

The 4.6L is a smaller engine. It is more efficient and was needed for emissions standards that were coming up.
