If your car has the stock '98 heads, then the car has to be modded up pretty good to be faster than your buddy's '00. '96-'98 GT's have ****ty heads compared to the '99+ models. It may sound better, but don't let that fool you. My '96 sounds pretty wicked because I have a nice exhaust, but it's still otherwise stock, so it's not as fast as it sounds. I'm working on that though...
Anyway it is possible that your car has had a PI head swap done to it previously, which means somebody put heads from a '99+ Mustang on instead of the '98 heads and added another 55-60 horses, provided the intake was swapped also. You can find articles about a PI head swap all over the internet if you're curious.
If your car really is faster with stock heads, well then your buddy's car is broken, or he hasn't found the accelerator pedal yet.
