id get flowmaster mufflers, and just have your back to catalytic converters cut off and straight pipe welded in, it will sound really good, its not as loud as an off road x pipe, but its loud enough, and will only cost u about 300 after everything, compared to flowmaster mufflers and an off road x pipe, plus o2 simulaters so you can pass emisions which will defenitly be louder, but will probably cost you close to 600 dollars. its all in how much your willing to spend

on a 96-98 GT catback wont do **** really. You have to get rid of the midpipe and catback in order to have a loud car.

lol thats true cas on 96-98 they have 6 cats . you would have to get ride of at least 4 to make a difference.

I wasnt even paying attention to what year, you could still have the back 4 taken off and leave the two precats, im pretty sure u wont have a problem with emisions, its probably going to cost you another 50 bucks or so to have all 4 taken off, and its not easy to find someone to do it since its illegal. your might be better off going with an o/r h or x pipe, if you dont mind spending another 250

I think Fl. dosnt test smog, so O/R should be fine, and sound amazing.
