Pop the hood and grab the belt between the alt and the ps pump pulley. Try to twist or turn it over. If you can turn/twist it 180* or more easily, then it's too loose. If that is the case, then the idler may be jacked up.
If none of that pans out, then pop the hood, start the car, and watch the belt and pulleys. If the belt is 'jumping' a lot at (idle or reved) then it's too loose. Watch the pulleys to make sure they are all turning at speed, especially the A/C compressor. If it's slowed, that would explain the noise and your electrical problem.
At this point, I'm out of ideas. I'll keep racking the noggin and see if anything else shakes loose.

It's due to the chemistry of the battery. Even your alkaline AA batteries will do this. Take a couple college level chemistry classes or physics classes if you wanna know the details.

If the battery has a bad cell or is otherwise internally shorted, despite any appreciable chemical action, the battery is still just as worthless. Yes, a discharged battery will 'recover' with a brief rest, but not enough to turn over a 4.6 because it will not recover amperage.
