I am looking for a 315/35/R17 that is less than $150. Are sumimoto's any good?

I don't see how you can say that.. I've had mine on for about a year and they are holding up pretty well. Daily driving isn't too bad, a little louder than some tires I've had, but nothing horrible. The traction isn't the best. I can launch pretty much off idle and spin them.. That's with my NPI slug w/3.73's

Once these are done, I won't buy another set..

The problem is I live in Kansas. We have some snowy winters sometimes, and I need a tire that can safely get me places if we have slick roads.

Then I really would suggest investing in some cheapo rims and throwing on some nice winter tires on for when it snows.
