Default Hood won't close

All the parts are there, the latch seems to be alright. I even gave it a little WD40 to loosen anything that may be sticking. The hood won't close completely, it doesn't stick shut. Any ideas? '03 GT with only 14k miles.

Rubber screws? The only rubber I see down there is on the **** itself. I will try fiddling around a little bit more though, maybe then it will close.
