BAD NEWS part III
Well folks it turns out that my mechanic doesnt know how to build an engine and this is the third time its let go on me. The engine totaly siezed on me and when i start it you can hear metal against metal since they have given me warrenty on the engine and this is the third time its messed up they dont wanna fix it anymore and decided to give me my money back that i payed them to rebuild it. but what i think went wrong was when they put on the motor mounts the stupid idiot didnt properly put my car on jack stands and the car fell off the jack and a jack stang hit my oil pan and made a really big dent so when the car left the crank shaft was hitting against the oil pan and i think screwed up my crank i really dont know until my enigine is disassembled so right now i'm stuck with a dead car, a car payment and $950 dollars to fix my car what should i do? should i find a 4.6 short block i already have PI ported heads so any 4.6 block should do any suggestions?

Tell us what shop it was so we all never go there. Ive seen stock shortblocks go for around 500 bucks. If you've got the money (more than that 950) get a forged shortblock from MMR they've got a good reputation from what I hear and have the best prices I've seen.

You can see a new huge dent in the pan, it seized yet it runs, and you can hear it hitting the pan? I'm a little confused.
Where are you located? Are you are in SoCal, I have a mechanic I will recommend if you are near. If it is actually just the pan, I would have that replaced, and if the caps or nuts or bearings are damaged, they would still be cheaper to replace that a whole shortblock. Doubt the crank is bent from hitting the pan, so it is probably repairable.

RE: BAD NEWS part III
I really hate to be the bearer of bad news but, if you engine seized up, you have a new boat anchor. That engine is junk if it is seized up. I would really question everything that shop has done. Sounds like you should have gotten a new oil pan from THEIR mistake. Now you have a blown engine. ANY metal on metal is a VERY serious problem.
Like I said, I hate being the bearer of bad news but you may not have any engine and very little to show for it. Good luck but I would talk to them about them messing up your engine.
