Yes those mods he listed out are for a 96-98 GT. You can also do all that except the PI swap(already has it) on a 99-04.

full exhaust, U/D pullies, gears, shift kit, TB, plenum, cam, D/R's, CAI, cooling.

if you're planning on making real power then you'll need nitrous or a blower. and remember that all those bolt-ons will repsond even better with a supercharger.

Assuming you are starting with a 99-04 PI engine, LTs, midpipe, catback, u/d pullys, filter, MAF, inlet tube, t/b, plenum, cams, and some mild porting, along with a custom tune, should get it done.
