will a 03/04 cobra crank fit in a 99+ gt block??

Yes but it will need to be machined to clear the counter weights.

lots and lots of people...like said about, some of the 2V blocks need slight clearancing to clear the extra counter weights the forged crank has. I believe the early Romeo blocks don't need any work...its the windsors i think that need it.
