I would like to go supercharged eventually but what is the best charger for the middle class budget? I am not too inclined on the whole mechanical side of cars, so are these minor bolt ons something I could do myself? also what is the criteria for choosing a tuner? how would I know what to program my mustang too?

Throttle body and plenum is a good cheap start.
I got a 75mm set up with spacers for 260.00.
An H-pipe or X-pipe
Mass air and a tuner would be good.
3.73's are great if you plan on going Supercharged.(make for nice stop light fun as well)
Aftermarket Pullies as well would be a cheap quick few HP.
After all that a decent sparking system & some traction devices are great.

Sucks that ford cant set us up from the factory.
So unless your rich its one well chosen part at a time!!
pretty useless for an n/a car.... stock one does just fine for full bolts with cams/heads.

i wish i would have done my exhaust right the first time, get some long tube headers and an o/r mid-pipe.

I'd say a non-intercooledvortech kit from either MPH (modular powerhouse) or JMS (Johnson Motorsport) would be the best for a middle class budget. They seem to be cheaper than the ATI Procharger kits and the quality is definately there. Most of the bolt-ons are definately something you could do yourself if you have the tools and a little bit of mechanical ability. Hell, I have never really done any major vehicle work, just fluid changes and the occasional brake job and I installed my Procharger kit with a buddy of minewho hasabout the same mechanical skill as myself. I did though, find myself going to the hardware store several times to pick up a tool or something that I needed throughout the coures of the project.
