I just put a new steering rack and steeda bumpsteer and the front passanger side tire sticks out further. Will an alignment fix this? If not how can I fix it?

Center steering wheel,,,,,adjust tie rod sleeve and pull it in...you can set it with a tape measure to get it close...stretch the tap from the front ,,wheel to wheel,,,and then from the back wheel to wheel(same exact spot on tires...and the front make 1/16 less than the rear....that will get you to the shop for that alignment...

On the pass side the whole tire looks like it is out a little less than 1/4 inch because if i look down the back on each side on the pass side i can see the tire sticking out and on the driver side i can barely see the tire at all it is more in the fender well

The tie rod doesn't locate the "whole" tire nor does the steering rack. You WILL need an alignment after replacing the steering rack. Follow8bangers instructions and then have it aligned. No worries, you're just seeing things.
