Default Heater Problem

I have a 99 mustang GT and the heater will only turn on when the switch is placed on the highest speed. I was wondering if anyone had ideas on whether this would be the heater control switches or the blower motor.
Thanks for your help
Tim

Thank you all for your help on this. It was the blower motor resistor. $15 at Ford and a 5 minute job to replace it. The fan speeds are now working perfect.
