Lowest safe RPM?
What is the lowest RPM the car can be at safely?
When I am coming to a stop, put my car in neutral and then press the brakes relatively hard, my RPM's can drop as low as 400-500 RPMs.
Is this ok?
Should I raise my idle? My idle is usually around 650-700.

IAC was replaced and it no longer dies like it was doing. I doubt the car was tuned. It was completely stock and only had 13k miles. It was owed by an older couple who drove an RV.
Could I just replace the TPS? How do I test it?

Eh that's fine. If I press the brake hard at a stop the RPM will drop too because you're using all the vacuum for the brake booster. Mine only falls to about 550... normal idle is 650-750. If it's sitting that low for a long period (15+ minutes) it could start to cause issues, but for just stops at lights, even the really long ones, it's fine.
