yes i think it is coming from the rack because where the lines connect it has oil, but i dont know if this mean'sthat it's a bad rack alredy or what ?

Its usually a power steering pump problem though...
Is it worse when your not rolling?

It happens to mine, too. There is a TSB on it. It is not leaking power steering fluid, as I've never had to add fluid to it. It's not the power steering pump making the noise as it really makes a different kind of noise. The TSB is for the rack bushings... buy some nice aluminum ones and it should correct the problem.

and yes it does make a louder noise when its not rolling( Quicktime_GT ), when it's rolling u can barely hear the squeek ...lol and i dont think its leaking because it doesnt need any power steering fluid ...

The TSB that was mentioned says it's for the 2002-2004 Mustang, however I believe the steering rack mounts are the same or similar on your '98. Have a helper rock the steering wheel while you observe the rack, if it's moving back and forth in synch with the noise then the problem is loose or worn rubber bushings. For the '02-'04 TSB Ford supplies a shorter tube bracket (as it's a design issue), however in your case the bushings may just need replacement (my DIY fix shown here might fix it up if the bushings are not spongy or deteriorated).
