RE: Cut Out Question
Are you talking about doing an exhaust cutout just after the header?
IMO its not going to be worth much, its going to be terribly loud, but I don't see any way its going to hurt the motor. There is no way though that you can run around like this all the time, you will need one where you can turn it on and off.
BTW, from what I have seen you will loose power if you already have a aftermarket X pipe installed. You loose the scavanging the midpipe provides, thus loosing horsepower.

RE: Cut Out Question
A cutout is going to be ungodly, extremely, head splitting loud.
No way you can just run around with it open. Its for drag racing only. You won't make it 50 feet without getting pulled over.
If you don't have the $$$ for a full catback, look into just getting some cheaper weld in mufflers. A muffler shop should be able to weld in a set pretty cheap for you. If you really need to go cheap, you can even get glasspacks welded in (not gonna sound the greatest though). I think I had 2 glasspacks bought and installed on my old 88 tbird for under 100 bucks.

An electric is another matter, as you can open and close it at will. But it sounds like this guy wants to run it open all the time, and that is not gonna fly with the cops.
