Altitude would not matter for the boost your making.

I would definatly check for boost leaks. Also check and make sure your belt is tight. Also you might have a shop test your boost gauge.. not exactly sure how to go about doing that, but it could be off.... but most likely you have a leak somewhere between your outlet piping and your throttle body...

+1

Check for a boost leak, and if you don't find one get the boost gauge checked. What pulley is on the supercharger?

are you looking at your gauge while just cruising as you stated? if so, you're not going to be in boost. and are you getting that max of 4psi when you get damn near redline? if you're only reading your gauge at cruising speeds and only taking it up to like 4500rpm, then you're fine. centris don't make max boost til about redline.

it sounds to me like you gotta get something checked out. Sounds like your getting 6psi right now and you probably should be closer to 8.

I don't make my max boost of 9psi (somtimes gauge says 10) until 6100rpm according to my dyno chart. You're just not going high enough in rpm to get max boost. When cruising you are running 2 inches of mercury in vaccuum. Which I am normally between 10-15 in hg when cruising depending if I keep a steady throttle.
