where do they go, what do they do, how they affect your power

They go before your mufflers (or cat's)
They are just a valve or "cut out" portion of your exhaust tubing that opens allowing the exhaust to bypass your mufflers.
I don't know if they do any good really, but I imagine they give a few ponies, very illegal where I live and very, very, loud.

So with cutouts there is no need for a new h pipe/catback correct (soundwise)?

Unless you are highly modified they are pointless. You will just be doing something that looks or sounds like performance but adds no performance at all, which is the actual defination of RICE. Look it up at urban dictionary online.

If anything you may lose performance due to lack of backpressure. I'd guess that that WOULD happen. It's just for playing around with really or setting off the car alarms of people you don't like.

my friend has them on his mach 1 on his widpipe before the cats, it is very loud and set off every car alarm and sounds really bad a$$

ive got a set of electronic ones that ill be welding in after the midpipe, ill probably be doing it in a week or two so ill post up what i think. with the elctronic ones you can control the valve with a switch, so you can decide how loud it is when cruising around.
