Default I can't find a vaccum leak - Help

The other day I cleaned out my IAC and when i put it back in and started the car, I heard a loud sort of honking noise with a gas hiss to it -it is not a constant honk but more of a series of short quick honks. I found that this noise was coming from something underneath the air filter and that it is only audible when the radiator fan is running or when I apply throttle. The honking sounds like a muted car horn and when you get close you can hear the air leak. Lastly, when I turn the car off, you can hear the honking noise as the engine spins to a stop. Any idea what this is?
