if its asphalt/rubber id try really hot water to try to soften it up and a rough sponge

Simple Green works wonders on bugs, tar and brake dust. Just make sure if you use it on body panels to wax it afterwards, the cleaner will strips what wax that is on there right off.

ok while wheel clkeaners are good be careful and make sur eto stick to car firendly products you dont wanna make them worse. do you have a wheel brush with a gritty part? if not go to pep boys or autozone they are like 6 bux use hot water then spray wheel cleaner, and scrub them, (they are like little black hard spots right?) then rinse off. if this doesn't work you can try and pick it off it takes long but saves money.
