What is this bumper worth??

Im looking at a 99/01 cobra front bumper for my GT. Its used and needs to be sanded down, prepped and painted, not sure if it has the fogs. Otherwise in good condition. The guy wants me to make an offer,what do you think its worth in a private sale?
