It's function is to make incoming air quieter. But they say it is a restriction in the intake, They did an article in 5.0 magazine where they removed it and picked up like 2 or 3 hp.
Wow, 2-3hp just from removing a piece of rubber? (lol) Are there any adverse effects on removing this? Does it expose the filter to water since it's just open like that?

I dont know about mustangs but ive seen 4 bangers have thier air silincer removed and afterwards they couldnt hold a steady idle. Most air silencers make the air flow through the intake evenly throughout the intire intake where as if its not there majority of the air can pass right by the mass air flow sensor undetected
