Different manufacturing plants, they did a few things differently. Press on cam gears vs bolt on, different number of bolts in the valve covers, etc. 1999 and 2000 are Windsor, before and after are Romeo.

They're the factories where the motors were assembled. The rotating assemblys are virtually identical, though I was readingup on slight differences in the rods betweenthe two plants. Windsor motors have 8 bolt cranks, 13 bolt valve covers,individual cam "main" capsand press on cam gears. Romeo motors have 6 bolt cranks, 11 bolt valve covers, bolt on camgearsand cam girldles. They both perform the same. The key is getting matching heads and valve covers and a matching crank/flywheel combo.
