Have you given any thought to the toyo proxes RA1?

Tire sizes are easy to understand. The first number (245) is the tread width in milimeters. The second number (45) is the aspect ratio, which indicates the sidewall height (45 means that the sidewall height is 45% of the tread width). And finally the third number (17) is wheel diameter.
IMHO for road racing you would want a larger wheel with a lower aspect tire since the sidewalls would be stiffer while keeping close to the diameter of the stock wheel/tire combo. If you want to run a 225 width tire you would be giving up traction since the tire's contact patch is about 3 square inches smaller. No matter what kind of racing you do you want tomaximize the area of the tires' contact patch for maximum traction so a smaller tire is not the answer.

If you dont have a panhard bar I would recommend that as I heard it helps out a lot for autocross events. As far as you getting power in lower rpms you could try going with a steeper gear although I really dont know what is preferred for road racing.

With those size tires on a 15" rim I would think it would handle worse. You can try running some drag lite rims which are 15" and running a drag radial. That would significantly help. Regular 15" rims with skinny 225 tires on them would not do much for you.

You couldnt be any more wrong. If he uses those 15" rims (which I believe will not clear the front brakes), it would effectively lower the car 2", therefore lowering the center of gravity, therefore the car would handle BETTER not worse.
And a 225/45/15 is by no means a skinny tire.
