It is normal, I suspect related to the hydroboost braking system--keeping the revs up until you actually stop to assure adequate pressure in the power steering hydraulic system (also used for power brakes). Until you actually stop the revs stay at 1250 rpm.
That's good info...thanks for throwing that out there, I always wondered why this happened.
