is it a federal offence in all states or just some?? and the cats wont give you much horsepower just alittle bit but it does make more sound. and the exhaust fumes is defenitly true my car has no smog and no cats and smells really bad when i get on it but its fun when the person behind me is pissin me off lol

I never met anyone who got caught without cats. Even if you do, its probably just a stupid fix it ticket. As long as your not running around ripping on your car, then no one should notice you have no cats. Ive been followed by numerous cops before and they never stopped me for not having any cats or anything. And you wont gain 30hp. I would say 10 at most. Its more to change the sound of the car (a car with no cats is a great deal louder than a car with cats). I had to swap in some high flow cats for inspection here in NJ, and it got a lot quieter with the cats on it. This weekend Im taking the cats off again since I have 2 years till the next inspection. Its nice having a modular midpipe that allows to easily swap cats in and out whenever you please.

Yes you can. Bassani and SLP are the only companies I know of that make modular midpipes.

Federal as in US Govt which includes all States. They generally don't give that fine to motorists especially if you play dumb (but they can). They do however hit shops with it every chance they can...there was a shop in my area that was hit with a huge fine and won;t install offroad emissions related stuff anymore.

Show me the article and code and I'll believe you... but untill then WRONG! because a federal govt can not govern a non federal location (ex city st... its why you don't see state troopers on a city st giving tickets)

I read it in a DOT inspection manual that pertained to motorists and dealerships/repair shops. It clearly stated that any motor vehicle that was manufactured after a certain date (80's) that did not have working cats was subject to up to a $10,000 fine and so is any repair facilty that removes such equipment without replacing with new. But you know better then me i'm sure.

Its like from going from stock h-pipe to an off-road (no cats) x-pipe or off-road h-pipe, You are supposed to gain probably 10-20hp, depending on which brand, and which style. It also makes your car sound alot better--IMO
Theres no way in the world you would gain 15-20hp by taking your cats off. You barely gain that much hp by putting on a full exhaust.
And epi your car has nowhere near 300 horsepower man unless you aren't telling us something.

You are supposed to gain that much, 'supposed to' is the key words. Take a look in a mustang mag. like summit or something, it has o/r x-pipe 15-20 hp gain over stock. I know it wont give you that much but thats just what they advertise.
