Yea "off road" pipes are called that for a reason

And I've heard some people who want to remove their cats anyway by "hollowing them out" so they're still in place to pass visual inspection but don't do anything... apparently the exhaust turbulence created by that actually reduces performance (compared to a straight through pipe).
Some people actually sacrifice performance for more noise
if you're smart you cut off the cats, cut them in half and weld them onto your new o/r pipe so you should pass a visual inspection.

also, you can pass emissions with an o/r midpipe but you need a good tune.

This would be the thing to do if you live in an area without emissions at all. Such as in Carson City, NV there is no smog check what-so-ever and this little visual trick would be great incase you got pulled and visually checked by the fuzz.

If your car isn't a daily driver (at least in Pa under 5k miles a year) you get emissions testing waived.

Not to steal the thread, but are the SLP Loudmouth 1's illegal since they do not have mufflers?
