The manuals on our VFD (variable frequency drives) here at work say something like a 20 minute time as well... but its only a matter of seconds. I work with alot of electrical componets and equipment (everything from PLC to main power busses to refridgeration controls, and mostly everything is computer controled in some form or another)
Its just a protective factor they put in there so you don't disconnect or modify the ECU (aka plug in a chip) with the power still on, or with any residual power left in the ECU. However, almost as soon as you pull the batt cable (maybe 1 minute) all of the data that is stored is gone. Its kinda like unplugging your PC and then letting it discharge before putting a new video card in.. they recommend waiting 10 minutes or something but its all discharged ina matter of seconds.
I used to have to pull my cable because I had a CEL light coming on frequently (off road X) and it was a matter of pulling it off, counting to 5, and plugging it back in.
one things for sure, there isn't anything in there saving data for 10+ minutes. Hell, they can't even save the clock data in the radio (or your presets) for more than a few seconds lol.
regardless of all this, I have never seen any evidience that the car will acutally need to "relearn" anything (other than a few seconds of run). its a simple matter of fuel tables compared to inputs (o2 sensors etc), there isn't that much adjusting that the computer does.

I didn't disconnect my battery when I did this mod. Nothing happened.
I had the idle at 1000 too, which was annoying. I ended up drilling a second hole into the 'dead space' and made the original hole abit bigger and now it works like a charm.
