The Mach 1 engine is completely different than a 99 Cobra motor, the Mach 1's motor was completely changed.

well it looks like im getting a 96 fully loaded GT /w black leather interior and about 59,000 miles (96,000 KM.. found that kinda funnny)

is there a site that explains the 2v to 4v conversion for 96-98 ? (maybe that one of you guys used for reference)

It's possible, but you'd save a lot of money and headache by staying 2v if you buy a GT. All you need to do is do the PI head and intake swap and you'll be surprising a lot of '99+ GTs. It can be done very easily for less than $1,000. You can easily make Cobra-whooping power with a 2v GT. Just takes $$$.

If you really want to though and have the time and patience to deal with a 4v swap, you'll need a complete 4v engine, Cobra brake booster, Cobra computer and Cobra wiring harness for the engine compartment, among other things I'm not thinking of. I'd also opt for a T56 transmission so you don't blow up the T45.
