worked so what is the screw that goes into the plenum by the EGR valve? Does it blocka hole that may be used for something else?

Yep,

the TB may be binding so try this....

1. turn off the engine.
2. Disconnect the negative battery cable.
3. turn the stop screw (located on the TB) back out so it is not touching the stop plate (get a feeler guage because the distance should be 1/10th of an inch between the screw and the plate. Once this is confirmed, turn the stop screw one full turn.
4. reconnect the negative battery cable.
5. Fire up the car.
6. wait 2 minutes and then press the gas pedal once so it's idling at 700 rpm.
7. Take it for a test drive.

looks like a nitrous port.... mine has the same thing , keep it plugged , its fine.
