Default cams and emissions

So i have been posting about cams and engine work cause im about to start either building myself a new motor or building up my gt's. I ran into a road block however when i started reading all these post about your car wont pass with a stroker kit, heads and cams, etc. Is this true? I live in texas and im about to get my engine revamped with a stroker kit, stage 2 p+p heads, stage 2 cams and some other goodies. Will this pass or will i have some problems cause it will be my daily driver. Ill also be puting longtubes on during all this.

get teh f/i first other wise u got all the fordge sitten there

u can always increase boost
