Cats will quite it down, but not enought to get you off the ticket. It is against the law in most states to modify your exhaust. If you want to play you have to pay.
The cop did his job, you broke the law. be a man and either correct it or pay the fine.
I have been stopped before with my exhaust and was told to keep it quite. I get a lot of stares by the cops but I stuff the clutch when I go by.
Your call on what you want to do. But remember you are in the wrong not the cop, so don't blame them.

I already stated that I would pay the ticket...plus to those who say put the stock back on...no fuggin way...I just paid over 900bux for my bassani x and my magnapacks...to answer how loud my exhaust is..its as loud as all of yours who have the x pipe with magnapacks.

I understand why you are pissed, I would be too. I don't even have my stock exhaust, junked it! I would hate to pay to replace my 700 dollar aftermarket exhaust with stockers. Thankfully the country boy cops around here like the muscle cars and drive them all themselves. They are nice guys, nobody hates on the domestics here.

Just buy some stock mufflers and have them put in place, show up and get it inspected, get your ticket dropped. Then just swap them back out.

Not illegal in NH either. I still remember the day they passed the law to give up on Noise polution. 
I was at a stop light and a cop pulled up. I was always scared to rev it. The light turned green, i gave her a 4k rev and took off. The cop was side by side with me the whole way. I stuck to the 3-4 RPM range and kept her screaming..... X-pipe and Flows. Im sure he was getting quite pissed. But WHO CARES! Its a dumb law anyways. My advise is to put the X-pipe back on.... Because if he sees CATS removed, he will be even more pissed. lol. Nevermind shut down the station where you got it inspected. I personally would have used the line... "Officer, i just bought this car, it already had the muffler thingys done to it. I thought maybe it sounded like that stock, after all it IS a V8 Mustang. " lol

anyone know the Ohio law for modifying exhaust? I just bought a 02 GT that had a salvage title cause it was stolen, so I have to get it inspected by the State Highway Patrol before I can get a drivable title. I have it scheduled in 1 week and want to avoid any complications. If it is illegal, any cheap way to dimish the sound it creates, cause I'm not sure what aftermarket exhaust is on it, but it definately roars.
