NO! Romeo's are bolted on and Windsors are pressed on! 99-mid01's had both Romeo's and Windsors. 02-04 were all Windsors with pressed on cams.
You'll be fine, just make sure you chalk a line in your sprocket and chain to line them back up! Do Not drop your chain!!!

I believe your cam gears are pressed on as supposed to the 01+ models that have the bolt on gears. I think your gonna have to do the whole process with the cam swap as well as get new cam gears. Theres a write up on how to do the swap on Modulardepot. The VT cams are the way to go by the way...

I took a '99 GT apart at work at Ford and he had bolted on cam gears. What's the deal with that then?

It was at Ford, I replaced valve seals. It had caps on the cams. I know that caps are for Windsor engines. I have Windsor PI heads on my Stang now. The cams were stock and were Ford stamped. Can windsor cams fit in a Romeo head?

you have pressed on gears for sure and you will need new gears and bolts like domesticloveralready mentioned.
i suggest you do the install out because our cars be me unproperly timed from the factory. Plus i read that those tensioner tools are flimsy and they have a tendency to let the chain slip one or two links. that will make your car run like hell and you have no clue why. eventually you'll have to take your motor apart anyway. anybody i called about doing a cam install (MPH, SGS) suggested to do it the long way.
