depends where you're at, I would say 98% of the time no, you wont pass the visual portion, even though some places dont look.

thats how i passed

but yeah, the tuner/mil's only turn off the code. if they look under the car and there are no cats you will fail. some people weld the cat heat shields around the midpipe to make it look like it has cats. also the raw fuel smell doesnt help. i was lucky, i graduated with the guy doing the tests and i dont think he cared anyway.

Ok, on 96 and up vehicles, as far as emission go, they hook the computer up to your OBDII connection, no sniffer, no dyno, no nothing. As far as safety, as its called in Texas, or visual inspection, it will fail. Another thing, passing a car with the MIL, or CEL, or DTC light on, whatever you want to call it, is risky business, the state can actually match vins and vehicles to the computer he hooked the car up to. If your CEL is on and he hooks the connector from the computer to another vehicle that does NOT have the CEL on, some computers and DPS technicians can see that its not the same vehicle, and BAM, station shut down....

correct, he can get a citation, or go to jail, or get that shop shut down, depending on your states laws

Bottom line is this:

Depending on your state, you will have a easier time passing your car.

However, no matter what you try, if you CEL is on*, you WILL NOT PASS the computer test no matter what. The computer wont let the shop continue the inspection untill the light is fixed.

If you have O2 simulators, (or MILs, whatever you want to call them), you will pass the computer portion of the test (at least the emissions part), but you still WILL NOT pass the visual part.

The visual part is completely up to the guy running the inspection and if he thinks your a dick or not. Best bet is to talk to the guy and be nice and offer him lunch... or a $20. Always try to find a younger guy to do it, the usually are the ones that dont care.

*pulling your battery for an hour before the test DOES NOT WORK. It does remove your CEL light (for ~50 miles) but if you take it up to the inspection station, the print out will ready "NOT-READ REJECTION". Trust me I tried.
