Now your basically screwed. The companies that make the programmer charge the same price for another program than for a brand new tuner. They do that because they know if they didn't everyone would buy them used and they would be losing out on a ton of capital!
Your only option now is to try and get a refund, and if he doesn't issue you one, contact ebay and say the ad was misleading. It never stated that the programmer did not have the program that was necessary for the unit to work. In all essence it's the equivalent of selling you a car with no motor. It's extremely deceptive, and ebay / paypal should back you up if you word your claim correctly.
Just have them research the listing and tell them there are no disclaimers stating this unit was locked or not working properly. That should get your money back.
After that learn from this. If it's too good to be true it probably is. ALWAYS ask questions before your bid, and ask things you assume would go wrong. Therefore if they lie in their response to your questions it would then be considered fraudulent on their part.

Yes by hooking it up to the car that he used it on, and re-uploading the program.
I'm assuming that won't happen though because If I remember correctly it was some guy
called OregonPawn that sold it. Logic tells me that means it's probably a pawn shop, which
then means some guy probably bought the programmer, tuned his car, then pawned the shell
to try to get money for the worthless shell.
So I'm betting your only avenue is demanding (in a nice but stern way) a refund by no later than
Wednesday, otherwise you will be forced to go to Paypal to get a refund, and you will report him
to ebay for deceptive and unfair trade practices.

alrighty, well perhaps he knows the guy by chance. Im hoping and praying because i really wanted a tune on my car and 150$ was a cheap way to grab one. but whoever said it was right "if it sounds too good to be true, it probably is."
