Default Quick Release Clutch Quadrant

Ok, I'm not 100% sure what its called, but I'm supposed to have a new clutch in may car, but its sluggish when coming back out....you know, like it doesn't pop right back out when you release it, its kind of a littleresistant. Is there something I can buy and install to make it come out like its supposed to? What could be hindering it atm?

Sounds like the pressure plate spring may be cracked thus the lag or the cable is fubared and also needs replacing.
