Default Starter Problems after an Engine Swap

I have a 2000 GT, I just replaced the original 4.6 with another 2000 model wich is police interceptor.
The engine will start when it does it runs fine so far. But the problem I'm having seems to be mabey a solenoid because about half the time the starter will not ever spin, sometimes I get a clicking noise somestimes only a faint click of the starter breaker. I've always been able to turn the key on and slip under the car cross over the soleniod and get it to fire up. Before I go buy a new starter I wanted your guys opinon if it could be a ground, security, or anthing like that? You just never can depend on it.
By the way this my first post ever on any forum, Im hoping to get some good advice.
P.S. My ALB light has stayed on since the swap and I can figure out what to do there either?
Thanks

if you replaced it with a 2000 police interceptor motor,i hope you used your heads and intake, because PI was not introduced on the Crown Victoria's till '01. Now,as far as your starter, check yourgrounds first,if they're good replace the solenoid.

Needless to say you have ruint my day. I had no idea of the crowns not having PIs till 01.
I did however save my heads but 1 chamber has a little damage. the engine came in a crate
and had a new mustang intake with it I assume it was for a 2000 or PI. I really dont know
Im new to all this. I thought I was going to have something good. Im pretty depressed now.
I know that my old engine was a windsor and the new one I think is the remen or whatever.
I know the bolt pattern on the crank shaft is different.

ur old stock 2000 motor is a Romeo with PI heads, i would suggest u take ur old ones (PI heads) to a machine shop and get them ported with over sized valves, springs retainers, bronze valve guides and let them put that all on ur heads, after ur heads are done put them on urself
