no, not a tuner. I have the software on my computer and I have the chip, but I cannot figure out where to plug the chip in to burn it to the computer in the car. lemme post a pic of what i mean.

Sounds like you are talking about the chip burner but go ahead and post picures if you can.

Ok. Nothing plugs into the black connector. That was used back when the sct chips first came out...not used anymore. All you have to do is connect your chip to the circuit board looking thing...it will only fit on one way. Open up your softare and tune file, make your changes then press the burn button (fire icon at the top of the software.)

The chip has to be on the burner...and the usb cable connected to the burner and your pc. You also need to make sure you have the chip burner drivers installed on the pc. If when you connect your burner to the pc you do not get any errors the drivers should be installed.

ok, what do I do if it says cannot burn or something like that. like if it cant verify the chip? does it have to be plugged in to burn?

A lot of times when you get that error and the drivers are installed correctly, it is a bad chip. The chip itself plugs into the vehicles processor which is in the passenger kick panel. If you plug it into the processor and the red light stays on and the car won't start, you have a bad chip.
