96, 97, 98 are all return fuel system cars, I am not 100% sure what makes the 98 stand alone but it probably had to do with trying to keep up with emission standards without going to returnless yet since the new body style came out the next year.

96-8 mustang fuel systems
Hi there! The fuel system is virtually identical on all 3 years. All are return type systems. The only difference is that in 1998, the fuel pump volume was increased. Also, the main fuel pump electrical circuit was routed through a resistor to drop the pressure and volume at low demand. A relay controlled by the pcm bypasses the resistor to give the fuel pump full voltage at higher demand. Returnless system appeared in 1999.
