IDLE and Heat

When my car is idleing it stays steedy while i am warming up my car but when i turn the heat on it bounces 200-300 rpm every 15ish seconds. How is this related? is this normal?

Could be A/C compressor kicking on and off. If it is on defrost it uses the compressor but just heat..it should not.
