For anything to become "50 state legal" or smog legal in CA it has to pass an evaluation by the California Air Research Board (aka C.A.R.B.). If they find that it doesn't significantly increase the amount of emissions, then it is granted an Executive Order # and is considered to be smog legal as long as it is installed correctly as it was tested by the manufacturer.
The tricky part is that a part may be considered smog legal and carry a C.A.R.B. EO number, but that does not mean it is smog legal on whichever vehicle you wish to install it or whatever year. A great example of this is superchargers. Kenne bells 2.1l kit is only CA smog legal for mustang gts from 1999-2003. We all know that the 2004 has the same engine and will behave exactly the same as far as emmisions, but since its not tested and evaluated its not smog legal.
Thats why I always recommend that you keep your stock equipment so that when the time comes, you don't get caught by a technicality. Here is website with a data base of all smog legal equipment for CA cars.
