Default P0136 CEL What to look for?

P0136- Downstream Heated Oxygen Sensor circuit fault - Bank No. 1.
What are some things i should try or look at? Or is it just that the sensor needs replacing. I have mils on the rear o2's and i have a slight exhaust off the manifold but i've always had it. I recently was under the car and removed the o/r x and tried to fix my leak with a new gasket from the manifold to the x pipe. It was not a metal gasket but a supposably good for heat gasket. Some compound of sorts. What to do?

I had MIL's on my '98 that worked fine but alot of people have problems w/ them, what I mean is they dont work half the time or at all . I see you have SCT in your sig . if you have a handheld tuner you can turn off the rear 02 sensors w/ it , & take off the MIL's .
