I don't know from first hand experience, but it's probably because the only way to make any more power with a chip on an otherwise stock mustang is to add timing... in which case you'd need to run higher octane gas.

On a stock car I wouldn't imagine you'd gain much in the way of HP to make it worth the extra cost in gas though. Get a blower, then feel good about burning 93.
