if they are saying it is unlocked, then they are saying they put the stock tune back on their vehicle, so now it can be used on another vehicle. but still....even if it is unlocked, the tuner has already been programmed for thei car. brenspeed.com is where you want to get your tuner from. they are the number one sct tuner in the u.s.a. but how it works is they (brenspeed) buys the tuners blank. you call them up and order one. they ask you what mods you have and what octane tunes you want. then they program the tuner for your vehicle, and send it to you. they also have to have the code to YOUR computer. on every (99-04) stangs computer is a sticker with some numbers and letters. this is your computers code. every code on each car is different. this is what i mean when i say even if its unlocked more than likely it is still programmed for their car. plus i've read a post on here where a guy bought a "unlocked used tuner", and once he got the tuner it wasnt unlocked, and he wasnt able to use it. the guy he bought it from quit responding to his emails. in other words he got ripped off. just put it on your list, and get it new.
