aluminium drive shaft / lightweight flywheel
timing adjuster / or chip

these won't specifically help low rpm performance but rather they help across the board.

gears
He's already got 4.10s
Drag radials will help out you're 0-60 time, maybe a stall converter or shift kit

I know with Forced Induction, a good way to gain some low end grunt is to richen up the A/F Ratio.. Although it's pricey, a good fuel management tool will help.. Then, you lean up the mid-top end. You really need to pay extra special attention to your Ratios though, because you don't wanna burn your valves, or risk melting important engine internals.

You could always get a supercharger... I am pretty sure that'll beef up your low end.. Plus they sound cool...

Exhaust always has a good affect on low end, along with a good Throttlebody.. If you go the N/A route, stick with a 70mm, vs. the Supercharged route, then go BIG.. like a 75, or 80mm..

Yeah, a FI setup will deffinetly get you more power down low. But for bang for the buck do some research on a stall converter for your auto. Just dont pick one from a catalog call a few shops and tell them the mods that are done to your car and they will hook you up with the right one for your car. If you buy the wrong one you will just end up with a overheating transmission or a car that drives ummm, really weird. Another term used for stall converter is "torque multiplier." I you want to get off the line really fast thats a really good route to take. Some shops will recommend you upgrading your cams for certain stalls if you really want to get nasty so be prepared for them to try and sell you stuff.
