Default Problem with the fuel delivery.

Alright. I'm almost 100% sure its the fuel pump. Unless theres a part of the fuel delivery that I'm not aware of which may be causing the problem. So what happens is that everytime I get on the throttle(more than about 50% or so) my car starts to bog. What's interesting is that it does it worse the lower the amount of gas thats in the tank. At about 1/4 of a tank. It just stalls out completely until I let off the gas, then it starts firing again. There is absolutly no vacuum leaks. The fuel is good. The spark plugs are new. Filters(air/fuel) are clean. If I slowly lay on the throttle then I can get it to redline. But I have to do it slowly. Even then it starts to sputter a little bit. If I put the clutch it or leave it in neutral it revs all the way. Does that sound like the fuel pump to anyone else or does anyone have a better idea or what it could be?
Thanks

Yea. I just wasn't sure how much and where to get the gauge. If I remember correctly it should read about 17psi at idle and something like 50psi with the key on and engine off... I think.
